Yesterday, California Governor Arnold Schwarzenegger vetoed a health insurance bill that would have protected consumers from having their policies canceled. Under the now dead bill, health insurance companies would have not been allowed to cancel coverage if a policyholder made expensive claims without an independent review.

The independent review process would allow insurers to cancel policies only if they could prove that customer intentionally lied about their health on their application, reported the Associated Press and the San Diego Union-Tribune.

the question was asked, why would Governor Shwarzenegger veto this bill that seems to protect consumers? The AP article cites that he did not approve it because the six provisions he wanted included, were not. The article also states that Shwarzenegger responded, “[The bill was] written by the attorneys that stand to benefit from its provisions.”

A lawmaker in California recognizes that many of Shwarzenegger’s provisions were previously attached to other bills. Some critics of Shwarzenegger also say that he is going back and forth on his health insurance initiatives, by vetoing this bill.

The Commonwealth Fund, which is a health care research foundation, thinks that Obama is the one who will win in the “Who Covers More?” contest. A Reuters report reveals that Obama’s plan will reduce uninsured Americans numbers by 34 million, in a 10 year time frame. The report estimates that McCain’s proposal only cover 2 million, blasting it out of the water.

“[Obama has a] plan that tries to deal in a serious way with the uninsured,” said president of the Commonwealth Fund, Karen Davis. “He doesn’t eliminate it, but in my view he cuts it in half over a 10-year period.” What the Reuters article doesn’t say is that Obama’s plan will likely be very expensive. Senator Obama says he will be able to pay for all his proposals, including his health insurance plan, but whether that is actually the case remains to be seen.

Merrill Matthews, in the Wall Street Journal, favors one of John McCain’s health insurance proposals. That proposal would be buying health plans across state lines. He states that numbers of Americans already have policies across state lines. An example is a college student in another state being covered at home. He argues this as well as the fact that many companies who sponsor plans already cover employees in other states.

For example, Senate members, which include both candidates, who get health insurance through the Federal Employees Health Benefits Program, don’t live in Washington D.C. The New York Times says that bills have been passed by the House of Representatives and US Senate that will require insurance providers to give equal coverage for mental and physical claims. Apparently, the law will be coming soon in the U.S.

In the Senate, mental health parity is part of an alternative fuels, energy conservation, and renewable energy bill. In the mental health provision, group health insurance plans will be required to cover treatment for mental conditions equally to physical ailments.

The energy bill, which includes the mental health parity provision, was approved in the Senate 93 to 2.A stand alone mental health bill, which applies to all health insurance plans, has been approved in the House 376 to 47.

It is expected that the Senate and the House will send a single mental health bill to the president’s desk, reports the Times article. Both Chambers of Congress, health insurance companies, mental health advocates and the White House all support the mental health bills.

U.S. Senator Pete Domenici from New Mexico says, “No longer will people with mental illness have their mental health coverage treated differently than their coverage for other illnesses like cancer, heart disease and diabetes.
